How can Civil Society collaborate and learn from the Military Society?

Lieutenant General Pilot-Aviator Manuel Fernando Rafael Martins joined the Portuguese Air Force in 1979 as a Militia Officer and, in 1980, entered the Air Force Academy (AFA). He completed his pilot training at Reese Air Force Base in Texas, USA, in 1985, flying aircraft such as the Chipmunk, T-41, T-37, and T-38. He held various positions, including Performance Demonstration Pilot for the A-7P, accumulating approximately 1,400 flight hours in high-performance aircraft. 

Throughout his career, he held several prominent positions, including Commander of Air Base No. 11 in Beja, Deputy Chief of Staff of the Air Force, Commander of the Air Force Academy, and Commander of the Military University Institute. In December 2017, he was promoted to Lieutenant General and took office as Air Force Personnel Commander. In January 2018, he was appointed Secretary of the National Defense Superior Council, a position he held until March 2021. He then assumed the role of Deputy Chief of Staff of the Air Force until March 2022. 

Currently, Lieutenant General Manuel Martins serves as Director of the Air Force Historical and Cultural Directorate. Over his career, he has been decorated with the Order of Infante D. Henrique at the rank of Grand Officer, in addition to receiving several medals for Distinguished Service, Military Merit, and Aeronautical Merit.
